The responsibility of the State Assay Office is to control the turnover of precious metals and stones.
Each company or individual entrepreneur that processes or sells precious stones and metals in their work must register with the Assay Office. An appropriate license must be obtained. All the rules by which registration is carried out with the Assay Chamber are described in Article 13 of Federal Law No. 41 “On Precious Metals and Precious Stones”, adopted on March 26, 1998. The law states that all enterprises, of any organizational and legal form, as well as individual entrepreneurs that sell, produce, process and process, use, buy and trade, use as exhibits for exhibitions, accept as collateral must register with a special register. precious metals and precious stones and things made from them.
The goals of such work can be different and relate to medicine, science, study, military affairs, etc. The number of organizations that must register includes banks, educational organizations, companies; clinics where threads made of precious metals are used and many others.
You can register with the Assay Office if you have a certain list of documents:
- passports;
- a certificate confirming that the company or individual entrepreneur is a member of the Unified State Register of Legal Entities or the Unified State Register of Individual Entrepreneurs and notifications, as well as extracts from these registers;
- notifications that the company is registered with the tax office;
- Rosstat codes;
- an agreement to confirm the lease of non-residential premises, or a certificate confirming that the applicant is the owner of the premises.
You need the originals of all documents, as well as their notarized copies. Registration as a rule takes no more than ten days.
Based on the results, a certificate is issued that confirms that the enterprise or individual entrepreneur has been put on special accounting. Also included is a registration card with the Assay Office.

Responsibility for conducting activities related to transactions with precious metals and (or) precious stones without special registration
Since 2021, Article 15.43 of the Code of Administrative Offenses provides for liability for conducting activities related to transactions with precious metals and (or) precious stones, without special registration with a government agency charged with functions in the field of production, use and circulation of precious metals if such a statement is mandatory, in the form of an administrative fine for individual entrepreneurs in the amount of 80,000 to 100,000 rubles; for legal entities - from 120,000 to 140,000 rubles.
For violation of the established deadline for submitting an application for amendments to the special registration card to a state institution vested with functions in the field of production, use and circulation of precious metals, liability is established in the form of an administrative fine for individual entrepreneurs in the amount of 30,000 to 50,000 rubles; for legal entities - from 60,000 to 80,000 rubles.
Who is subject to special registration?
Legal entities and individual entrepreneurs carrying out transactions with precious metals and precious stones, for example:
- pawnshops are specialized commercial organizations whose main activity is providing short-term loans to citizens and storing things;
- jewelry stores that retail jewelry
- thrift stores;
- persons engaged in wholesale trade in jewelry, precious metals and precious stones;
- jewelry workshops engaged in jewelry repair;
- service centers that repair watches made of precious metals and precious stones;
- persons engaged in the production (manufacturing) of jewelry;
- persons engaged in processing scrap and waste of precious metals and/or precious stones;
- points for purchasing jewelry and/or scrap precious metals.
Attention: Activities for the processing (processing) of scrap and waste of precious metals and for the purchase from individuals of jewelry and other products made of precious metals and precious stones, scrap of such products are subject to licensing from 2021.
List of documents for submission to the State Assay Supervision Inspectorate
- Application for special registration. The application should indicate the relevant types of activity (OKVED) that you plan to engage in: purchasing jewelry, commission trade in jewelry, retail and wholesale trade in jewelry, repair and manufacturing of jewelry, etc.
- Special accounting card , which is filled out in the prescribed form, approved by order of the Ministry of Finance of the Russian Federation dated 02/01/2016 No. 5n “On approval of document forms required for special accounting of legal entities and individual entrepreneurs carrying out transactions with precious metals and precious stones.”
If you submit a special registration card to the inspection in 2 copies, the second copy, after appropriate registration, will be issued to you along with a notification of registration for assay registration.
Rules for special registration with the State Assay Supervision Inspectorate
Legal entities and individual entrepreneurs who carry out operations with precious metals and precious stones, including dental offices (clinics) that use precious stones in their work, are subject to special registration with the Assay Office.
Registration for special registration is carried out by the State Assay Supervision Inspectorates in accordance with the requirements of the Decree of the Government of the Russian Federation dated October 1, 2015 No. 1052 “On maintaining special records of legal entities and individual entrepreneurs carrying out transactions with precious metals and precious stones.”

Legal entities and individual entrepreneurs are subject to special registration within 30 calendar days from the date of their state registration or making appropriate changes to their constituent documents.
The application and card are submitted to the authorized body directly or sent by registered mail with return receipt requested or in the manner determined by the Ministry of Finance of the Russian Federation, in the form of an electronic document. Since at the moment the procedure for electronic document flow for the purpose of special registration has not been approved, the possibility of special registration using the Internet is currently not available.
Within 15 calendar days from the date of receipt by the State Assay Supervision Inspectorate of the documents necessary for special registration of the following decisions:
- on placing the applicant on special registration;
- about the refusal to register the applicant with special registration. The reasons for refusal to register with a special person may be:
- lack of necessary documents;
- submission of a special registration card that is improperly executed and (or) contains inaccurate information.
The applicant, after eliminating the specified reasons, again submits the documents to the state Assay Supervision Inspectorate.
The decisions of the State Assay Supervision Inspectorate are communicated to the applicant in the form of a notice of special registration or a notice of refusal of special registration, indicating the reasons for the refusal.
Notification of special registration is issued for an indefinite period. In the event of a change in the data entered in the special registration card, organizations and individual entrepreneurs registered with the special registration shall report this within 5 days to the state Assay Supervision Inspectorate that issued the notification.
Re-issuance of a notice of special registration is carried out only if the data given in the notice changes.
If the notice of special registration is lost, a legal entity or individual entrepreneur must submit an application to the state Assay Supervision Inspectorate for the issuance of a duplicate of the notice of special registration. The issuance of duplicate notifications is carried out on the basis of documents available at the State Assay Supervision Inspectorate.
If a legal entity or individual entrepreneur is identified that carries out transactions with precious metals and precious stones, but is not registered with the state Assay Supervision Inspectorate, the guilty officials of such legal entity or individual entrepreneurs are held administratively liable in accordance with the legislation of the Russian Federation.

OKVEDs for jewelry activities
Please note that from July 11, 2021, upon state registration with the tax authority, types of activities are assigned under the new OKVED in accordance with the new OKVED - OK 029-2014 (NACE Rev. 2).
For those who have already registered an LLC or individual entrepreneur earlier, that is, before July 11, 2016, there is no need to make changes and assign new OKVED codes. The update will take place automatically. Extracts from the Unified State Register of Legal Entities or Unified State Register of Individual Entrepreneurs issued after July 11, 2021 will already have updated codes.
At the same time, when registering for special registration, re-registration, or making changes to the special registration card, you should indicate the new OKVED - OK 029-2014 (NACE Rev. 2).
Special registration cards previously issued by the state inspection with old OKVED are valid until the inspection is contacted for changes and additions. There is no need to specifically contact the inspectorate to change only OKVED codes.

Which legal entities and individual entrepreneurs are not subject to special registration?
- organizations that use chemical compounds of precious metals in their activities for analysis;
- organizations engaged in the purchase and sale and (or) use of finished forms of pharmaceutical, perfume and cosmetic products containing chemical compounds of precious metals;
- educational organizations that use chemical compounds of precious metals in their activities when carrying out educational processes;
- organizations engaged in the purchase and sale and (or) use of silver-containing photographic plates, photographic and film films, photographic paper and other photosensitive photographic materials;
- organizations engaged in the purchase and sale and (or) use of paint and varnish products containing precious metals;
- medical organizations that provide reinforcement with threads made of precious metals, install implants, artificial teeth, dentures, prosthetic devices, as well as use dental cements and other dental filling materials containing or made from precious metals;
- organizations using machinery and equipment, instruments, instruments, electronic equipment, ballasts and automation devices, electrical devices, components, units containing precious metals, with the exception of organizations using glass melting devices made from precious metals and their alloys, crucibles, catalysts grids, laboratory glassware;
- organizations that use chemical compounds, alloys, solders containing precious metals for the repair of machinery and equipment, instruments, instruments, electronic equipment, ballasts and automation devices, electrical devices;
- organizations that purchase and sell and (or) use in their activities tools and (or) products for industrial and technical purposes containing natural diamonds.
Assay Office License
A license is a document confirming that an enterprise or individual entrepreneur has been specially registered with the Assay Office. Such a license is required by organizations or individual entrepreneurs whose type of activity is specified by law.
A jewelry license is issued when the production is carried out, if the enterprise or individual entrepreneur is engaged in the manufacture of jewelry or trades in it. Staging is necessary for everyone who produces jewelry, stores it and sells it.
Online stores and teleshops must also register. They need to obtain a license and have a safe deposit box rental agreement. Registration is possible with the obligatory provision of copies of constituent documents.
Pawn shops also require a jewelry license. Such an enterprise can only be opened in the form of an LLC. A jewelry license is required if a company or individual entrepreneur buys jewelry or its scrap, as well as scrap of other products made of precious metals and stones.
The production of goods from precious stones and metals and the processing of these materials also requires registration with the Assay Office.
